When detaining or arresting a foreign national, law enforcement personnel are required to notify their country's nearest consular. The Department of Taxation's Criminal Investigation Division (CID) are required to take an annual training on the purpose and process of consular notification and access. I used Articulate Storyline 360 to refresh and update the existing training.
For pieces of the training script that did not lend themselves well to interactive pieces of the training, I recorded the script using Murf AI and footage from Adobe Stock. This video appeared at the beginning of the training to explain foundational concepts, like what consulars are and how they support citizens of their country while in the United States. I pieced the videos with audio and on-screen text in Camtasia and then imported them into Storyline.
A key objective of the training was to ensure that agents knew how to access key resources to aid compliance with the General Order. The US Department of State created a manual, flow chart, and pocket reference card for agents to reference when working with detained foreign nationals. I used Camtasia's laptop visual effect to showcase the materials.
I created various versions of tab activites to help chunk content, maintaining a similar look and feel with black and white photos behind on-screen text. These slides showcased key terms, policies, and procedures.
As much as possible, I pulled in the primary documents for the course, highlighting key information as it was mentioned by the narration to draw attention.
The SME requested a 10-question knowledge check at the end of the course. I carried the visual story into the quiz slides.
